Stewards Finance and Education Committee
Terms of Reference

                                        STEWARDS FINANCE & EDUCATION COMMITTEE (SFEC) 

AUTHORITY AND ACCOUNTABILITY: 

Authorized by and Accountable to the Official Board (OB) of Windsor United Church (WUC). 

MANDATE: 

To manage the operating finances of the church and do financial planning. To educate the congregation on the financial stewardship of the Church. 

MEMBERSHIP: 

The committee usually has 8-10 members, nominated and elected at the Annual Congregational Meeting for a 3 year term (renewable). 

The Church Treasurer is also a member of the committee. 

The Minister is an ex officio member of the committee. 

The committee chairperson and any other officers are selected by the committee members for a 1 year term (renewable). 

Where practical, the committee shall be members of WUC. 

FUNCTIONS: 

To strive to make our WUC Mission Statement live through increased involvement in the life of our Church. 

To provide orientation to new members of Stewards Finance & Education with regards to duties and responsibilities of the committee. 

To administer the budget as approved by the OB. 

To receive and review on a regular basis the Treasurer's report which will 

accurately reflect the financial status of the Church. 

To formulate and recommend financial policies and procedures as needed or as requested by the OB. 

To recommend long term financial objectives for the congregation and to review these annually. 

• To educate the congregation as to why the budgeted funds are needed and how they will be expended. 

• To organize periodic canvassing of the congregation for stewardship purposes, seeking commitment through approved methods of church finance. 

 

To attend all meetings of the OB (all members of SFEC are members of the OB and entitled to vote at OB meetings), to report on committee activities, provide input and participate in decisions and receive direction from the OB. To prepare (with input from other committees) and present annually to the OB and the congregation, a properly prepared budget of estimated needs for the ensuing year. 

• To prepare year-end reports for inclusion in the Annual Report of WUC and presentation at the Annual Congregational Meeting.

To manage other miscellaneous items relative to the receipt and expenditures of Church funds.

OPERATIONAL GUIDELINES: 

Meetings are normally held the first Monday of each month. 

Four members including the chairperson constitute a quorum. 

The agenda is prepared by the chairperson and presented at the opening of the meeting allowing for any additions agreed upon. 

The Rule of Order is basic parliamentary procedure. 

Minutes are recorded by the secretary, later typed and forwarded to the chairperson. The minutes for the previous meeting are made available to committee members before the next meeting. Current financial statements are circulated to the committee members before or at each meeting.
